1/ Southern O-Bahn. O-Bahn to southern suburbs of Adelaide. ($1,000,000,000) O-bahn guideway overlay over tram line then through back streets, and under the train line and daws road to connect up with the redundant Tonsley rail line, then over Sturt Road and across the science park. Some buses could ho up to Flinders University, Main O-bahn line linking up with the southern expressway made into an obahn track with 2 way traffic without the need for widening, then all the way down to and over Main south road at Huntinfield Heights, over Piggott Range Road and the Onkaparing River [National Park] Passing through but not developing the McLaren Vale wine growing region. Opening up the south for mass development. In addition to the Nourlunga train line extension to Sellicks Beach. Bus feeder station every 6km on the obahn busway and every 500m in suburbs. [Obahn guideway are concrete side walls for o-bahn buses], Also with overhead electrification for charging of electric buses. (For spurs to local suburbs use of batteries). Stilts over main roads with inter feeder to service all other suburbs, country towns, and beyond not just a narrow band of commuters along the railway track as with trains and trams. O-bahn buses able to divert around accidents. Elevated overpasses. Feeder station at ground level. May also be used by trucks. O-bahns could eventually go all the way down to Sellicks Beach and beyond [Way down south] opening this southern area up to mass development of many new suburbs. Compulsory acquisition of land, and provision of re-zoned for housing land to developers in exchange for developer provision of local road and utilities infrastructure an entire new suburb at a time [25,000 new homes per year in S.A ]. An electric o-bahn guide-way on stilts would provide a much better transport experience for South Australians and visitors with silent, non polluting, views of the city, the hills, the gardens, and the sea for passengers and residents.

Public transport voucher card. $500million for $1,000 private public transport including buses, trains, planes and taxi voucher for 500,000 born in South Australia who do not own a combustion engine.

2/ Development,- $1Billion / year for compulsory acquisition of vacant potential housing land for double premium farming land prices,- $5,000 per hectare. To prevent restricted supply induced bubble profiteering of millions of dollars per hectare. $45,000 per lot to commission mass subdivisions [25,000 new lots per year in S.A.] for free provision at engagement for first marriage where both are Australian citizens for more than 20 years with priority choice given to higher male age minus female age. With each builder limited to construction of up to 10% of housing and other property in each suburb. $3billion for 12,000 first new home ownership construction grants for heterosexual South Australian couples born in S.A. who save a combined deposit of $10,000 to bring combined assets up to $500,000 when engaging to marry to move in to on their wedding night and live together in the dwelling in South Australia. No GST on new housing and transfer for first 20 years but GST paid on second hand housing for more revenue and to encourage construction. The youth of today should not have to be homeless for to boost inflation for the benefit of pre-existing home owners who have blocked alternative construction. Those complaining about construction of good single level peaceful dwellings should have to give their home to those who have been homeless longest. Those who have restricted alternative development in order to drive up, land and dwelling prices are really the ones who have deserved to have gone homeless not the average productive private sector free enterprise construction employer or employee. Wealth Tax of 10% per year of private gross wealth in Australia over $400,000 per person not deducting debt, Buildings less than 20 years old exempt. Reserved for agricultural use 50,000 hectares at each of Mclaren Vale, Clare Valley, Barrossa Valley, and Virginia except as approved by local councils.

3/Information Technologies Industries. $500 million per year for a voucher of about $1,000 per year for each for all full time students born in South Australia to buy the Pocket Media Center every year [with VideoPhone] most made in South Australia.

4/ Tele-health-direct for referral and booking with private medical specialists with own chemist and some mobile services. Computer on-line diagnosis. Automatic electronic sending of prescriptions to chemist for courier delivery of medications to patients for hygiene, speed, and convenience for the ill. Health records database. Private investment by requirement that each rich south Australian invest 5% of wealth over $500,000 into any consortium to pay for 75% of the cost with 25% tax payer subsidy for design and construction of private service providers to own and operate private public service infrastructure. Leave original RAH as is and add new allmost off the shelf apartment building to serve as a medical center wing with 2,000 hospital rooms and rooms for medical staff; bedroom units with bathroom, diagnosis rooms, and surgeries and accommodation x $500,00 = $1,000,000,000 on the east side of the existing RAH in the botanic gardens, and $100,000,000 to moving the botanical gardens North and East to Hackney Road. For no disruption and extra beds. Plus $100,000,000 to restore railway yards to park lands as park lands trade off. $2billion for $4000 minus 1% of wealth for Good Health Voucher worth $4,000 to each South Australian so money is pent on actual preventive, dental and nutritional medicine rather than all being spent on managing the waiting list, end of life, and advanced drastic futile intervention as has occurred. Vouchers and Good Health credit card 0% loans could be spent on actual services or Insurance where denial because of preexisting or emerging illness illegal. Health voucher savings, insurance, credit, records and identity card. Also public option where amounts are paid to the local council heath minister. $2billion for $100 per night subsidy for 20,000 aged care and hospital beds with the patient paying $10 per night and the insurer paying the rest. For treatments covered as determined by the card issuer as insurer. Privatization of all public hospitals. [ I sent this idea to Barack Obama and he offered me a all expenses paid trip to Washington for to take a photo of me and the American President ]

5/$500,000,000 for to design, test and construct a CBD overhead steel mesh grating enclosed motorised zero wait walk way up the middle of North Terrace, western side of East Terrace, middle of Rundle Street and eastern Side of Morphett Road in a clockwise direction 3 lanes on a one way circular track with a walkway to a lift on either side of the road every 50 meters. Medium speed pedestrian walking lane on both sides of a high speed center lane with sideways orientated 2 x 2 meter x 50cm seat with a seats facing outward of both sides of the center with a pole at each corner and a seat roof [Like a bus shelter], and 3 meter wide gap between seats so as not to crush commuters when passengers go around corners and allow transit from one side to the other. 6/30% PAYROLL TAX with 200% NON TRADABLE PRIVATE COMPANY PAYROLL TAX DEDUCTION OR CREDIT FOR THE EMPLOYERS INVESTMENT IN OWN CHOICE OF MATERNITY HOLIDAY RESORT, CHILD CARE, BOARDING SCHOOL, EDUCATION, MENS SHED, MEDIA, CURRICULUM, TRAINING AND/OR RESEARCH specialist private school provider. Providing free education to any person of the same age group. Including for private school student accommodation, furniture equipment, food, sport, and entertainment. Resources of the private child care center must be stretched to match demand. Self regulating automatic provision of specialist education geared to the needs of industry. [ Paid for by the total privatization and termination of what has been wasted on public sector politicking and bureaucracy. Demand would naturally shift to schools providing the greatest resources per child and best education. [ 30% payroll tax on $100 billion payroll in S.A. = 30 billion / 2 because of 200% payroll tax credit = $15billion investment in child care, education, media, and research ] [ No income tax for simplification so as to make it easier to earn an income.]

Providing free education to any person of the same age group. Including for private school student accommodation, furniture equipment, food, sport, and entertainment. Resources of the private child care center must be stretched to match demand. Self regulating automatic provision of specialist education geared to the needs of industry. Instead of the entire wasting the entire education budget on public sector politicking and bureaucracy. Demand would naturally shift to schools providing the greatest resources per child and best education. [To gear education towards the needs of private industry, rather than have the communist sector spend and receive taxes]

7/$100,000,000 per year for mens sheds and womans free shops.

8/ Privatization; Sale for most investment into an endowment fund of all schools, universities, hospitals, ports, rail track, trains, buses, taxis, power stations, and water desalination to private owners and operators, except roads.

9/ Taxation; 100% death, gift duty, and shares sales tax, EXCEPT part ownership of the family business plus rural dwellings on over 500 hectares to the value of $1,000,000 per recipient until sold. Wealth Tax of 2.5% per year of private gross wealth in Australia over $50,000 per person not deducting debt but with buildings less than 20 years old exempt. Subsidy of $50,000 per year for each of 20,000 family farm owners for agricultural and conservation assets plus employ others between the ages of 20 and 60 primarily employed as a farmer or farm hand on the family farm over the size of 500 hectares. [ $1 billion per year. ]

10/ Legislate for a balanced budget including repayment of 20% of debt per year. Have debt denominated in Australian dollars. Print money to repay debt if required. Legislate for automatic common percentage reduction in all expenditure if needed to balance budget.

11/ Funding increase to $5 per primary vote in state elections for party of parliamentarians.

12/ All aboriginal housing in native title areas proportional in size to the Aboriginal population in comparison to the non-aboriginal population. No access by refugees to our public or charity housing before homeless people born in Australia.

13/Convert water wealth tax to water rate to a $3 per kiloliter rate for drinking water and 30cents per kiloliter irrigation water to save water. Metered tenants to pay own water bill.
Large scale desalination at deep water locations, with pipe lines, pumping stations, storage tanks, and wind, solar [ Water pumping rate through desalination plant to local drinking water tanks can vary with wind, sunlight supply and other demands ] and other clean energy powered power station. Saline discharge into on land evaporation ponds or into deep water.
A 50% subsidy [ of $1billion] for a private sector tenderer to build a [$2billion] 200giga-liters per year desalination plant at a deep water location south of Adelaide close to Adelaide and southern suburb reservoirs [Cheaper, less environmental damage, and more reliable than pumping water from the River Murray].
A 50% subsidy [ of $150million] for a private sector tenderer to build a [$300million] 50giga liters per year desalination plant south of Port Lincoln at a deep water location close to the main Eyre Peninsula population centers of Port Lincoln and Whyalla.
A 50% subsidy [ of $300million] for BHP to build a [$600billion] 50 giga liters per year desalination plant at Elliston and 50 giga liter per year desalination, de-mineralization, and recycling plant in central Australia for the Olympic Dam mine and Roxby downs township with pipe lines from Elliston and bores in proximity to mine in central Australia not at the cuttle fish breeding area north of Whyalla which is too shallow and sensitive unless saline discharge is to go into on-land evaporation ponds.

13/ Redevelopment of government house [on the NE corner of North Terrace and King William Street]. (Design and construction of $1billion traditional holy royal castle government house. With rooftop parade ground and monument to fallen soldiers. In a traditional non glossy matte brown. Only images transposed as if looking at the real object (reflection of a reflection corner mirrors or video monitor) to induce a contemplative state of mind. Interior surfaces extra matte finish white paint. Interior curtains blue, Exterior curtains green., Red carpet, table tops and table cloth, and Green bedding. Interior doors light yellow, Exterior doors brown. Natural wood furniture. With a tunnel to Parliament House and secure car park. Each story 5 meters high so government house would be 8 stories (40 meters) high. On the 200 meter x 200 meter government house block the 4 corners of the building each having a 20 meter diameter and 100 meters tall fort tower, then 10 meter viewing deck with ornate matte finish metal grill fence and 20meters diameter 10 meters tall dome cover on each tower to prevent suicide and provide shade for 10 meter diameter viewing seats for looking over and taking of pictures of the city and roof top parade ground, a hole in the middle of each towers dome for crows nest to raise and lower a flag on each towers flag pole, So 4 flags,- the Australian flag, the Union Jack, the United Nations Flag, and the Aboriginal flag. The center of ground and first floor an 160 meter across octagon, with a 16 columns on each side [ like the Parthenon in Athens] each column 2 meters in diameter and separated by 10 meters center to center. Corner visitor and service entrances for ground floor entry by taxi drive through way for access to convention center great hall, Also first floor front [ south ] entrance up 80 meter wide 10 meter high 20 meters deep steps up to open lobby on second floor shaped like orange section into open lobby to security detail for access to center official lift well room and access to government art galleries, museums, libraries, and bookshops. 1 story for security service, 1 stories for school of government for children of elected council representatives, 1 stories for elected government representatives, jurists, lords, chairperson, foreign ministers and United Nations delegates, and presidential offices all offices with 15 decibel sound system for address, live parliamentary radio, or female musician music at all other times, each office directly below and connected to a hotel-bedrooms and residences for the dignitary. Above that a floor for government dining halls. Above that a floor for the residence of Premier, the Australian President [ State Governor and Governor General when in Adelaide ] and International heads of government when visiting Australia and spouse and children when serving in the State Constitution Commission Assembly [On the North West side of the junction of King William Street and North Terrace connection to White House by underground tunnel. Roof top lawned parade ground courtyard surrounded by 10 meter high memorial wall with engravings for all Australian citizens born in South Australia who have died as a result of service as a police officer, fire fighter, emergency services, or united nations soldier or in defending Australia from invasion, In the middle of the courtyard a war memorial rotunda chapel housing an alter and coffin stand for 1 coffin and as extended with a large 30 meter high Christian cross on top of the memorial chapel rotunda. For official open air lawn seated church services. Solar panels covering the lower 5 meters exterior surface of each floor except 1 and 2. With window on the bottom 5 meters of every story and all window on the top 5 meters of every story with computer and electric motor drawn curtains at night and to protect furniture, members, and screens from direct sunlight and lighting to produce a lot of dispersed light during the day. A 10 meter columned veranda covering government car car park and indoor steps to the entrance in the middle of each side.

14/ Video camera vehicle rear vision camera (instead reverse image mirror) for calm and anti-confrontational state of mind of drivers. Live video monitor above chair person in parliament. Podcast all assemblies with live large video screen above chair person.

15/Government.-
Voting voluntary from age 10 and compulsory from age 20.
1 x National budget making parliament with 1,000 house of representatives single member electorates; 1,000 locals councils each with 15 elected representatives to put spending submissions to the Australian national senate with 1,000 member senate elected to single national electorate.
10 x State and regional parliaments across Australia networked into a single constitutional conference every 3 months for 4 weeks comprising a lower house appointed by randomly selection from candidates for 100 state jurists who also appoint a proxy to attend sessions, plus an upper house a house of state lords comprising 100 lords in each states by virtue of being the owners of the largest investments in enterprises in South Australia.

16/Open the city Torrens river weir below Torrens lake, build a trash filter before the city, and re-vegetation of the city river Torrens with a through city linear park, garden, bicycle way, and walking trail.

17/ Junk mail delivery on weekends only. A junk mail round usually takes 2 days. Weekday junk mail is a big nuisance for Australia Post posties. 1 weekly trip would be easier then 2 weekly trips for junk mail walkers.

18/$100,000,000 advanced payment for to commission of production of 100 Perendev 1mw all magnet motor for submarines, buses, trains, ships, and other vehicles made in Australia ( 100kw to 300kw motor which uses no fuel other than magnet geometry and shielding. All permanent magnetic engines would be much more reliable, easier to maintain, and cheaper to run than combustion engines, use no net electricity, and feed the grid)

19/Mitsubishi Site; new DSTO division of Defense Advanced Renewable Technologies Agency (DARTA) for development of fuelless magnetic shielding [ Perendev ] submarine motors. Also for development of anti gravity [ No requirement for airfields ]. $100,000,000 per year for South Australia anti-gravity flying saucer orbit subsidy paid in advance to build each of 100 flying saucer in South Australia; (non that stupid turbo-fan powered government/ Avro project that couldn't get 1 meter off the ground) But the Searl Effect Levity Disk by John Searl of London with funding by 20 pensioners which financed 500 orbits of the earth by remote control anti-gravity [Gravity modification] craft in 1960's as reported for 1 year by BBC. Searl was then forgotten about and made homeless as Searl's superior craft was suppressed and turned against by the left wing communist and capitalist media and government as private sector high tech loonacy in order so as to not let 1 peace loving private sector inventor up-stage and make look stupid the $multi-tens of billion government prestige gained from their spectacularly expensive, explosive, and threatening cold war space race. Even after Searls crew flew their flying saucer over and through sensitive air-space. A joint consortium of Lockheed-Martin and Boeing is trying to copy another gravity reduction technology based on an alien top of the range no expense spared inter stellar craft of an alien life form millions of years in advance of our own using rotating metallic superfluids, The original craft uses elements not currently available on earth, The US partially successful copy; the triangular TR3B achieves weight reduction but still requires 3 thrusters is filmed from time to time [see my UFO web page]. For our immediate transport, space shuttle replacement, and defense needs the man made Searl flying saucer would be a much better model for a cheap earthling replication day to day commuting craft which just needs to be relatively easy construct, quiet, do vertical take off and landing, substantial lift and below speed of sound speeds.

20/Park Lands,- Construction of new RAH next to old RAH in botanic gardens and as a trade restore railway yards to park lands. Making of the entire undeveloped park lands into an open range zoological park and botanic gardens for non carnivorous rare native species. New permanent motor racing circuit entirely within South East park lands with overpasses for normal traffic. Redevelopment of Adelaide oval for television with small grandstands, lighting, translucent roof, rainwater tanks, sprinklers from roof, and air conditioning. Torrens river: trash filters above city, removal of weir and re-vegetation.
