Process to a republic.

lighting to produce a lot of dispursed light during the day. A 10

the entrance in the middle of each side.
2/Rather
than a parliament inquiry asking "Do you support Australia
becoming a republic?” i think a parliamentary inquiry should first
ask for submission from all willing contributors for models for an
Australian republic. Any person should be allowed to submit a model
for an Australian republic on a 1 page submission answering 12 terms
of reference for 12 aspects of an Australian republic. Then a jury of
1,000 should vote in a plebiscite to find out which model the
Australian population prefers. Then have a referendum on that model.
This approach would be more likely to succeed. And would avoid the
possibility of a negative result which may be obtained in a
plebiscite for an un-known model.
I
suggest that the terms of reference for the parliament inquiry into a
republic should be:
Q1 Who or by what process should next Head of
State candidates be nominated?
Q2 Who or what should be the
process of appointment or election of the Head of State?
Q3 What
should the term of office be of the head of state and should their be
a maximum number of terms a head of state may serve?
Q4 Who
and/or by what process should dismiss the Head of State?
Q5 Who
and/or by what process should approve amendments to and assent to
constitutional amendments and/or parliament legislation?
Q6 What
powers should the head of state have over and who should command
Australian military and/or police forces?
Q7 What should the
title of the Head of State be?
Q8 Who or what should be the
method of appointment of the Prime Minister?
Q9 Who and/or what
should be the process for appointment of cabinet [the ministry]?
Q10
Who and/or what should be the process for the appointment of the
Leader of the opposition?
Q11 Who and by what process should
judges and high court judges be appointed?
Q12 Should the head of
state have the prerogative of mercy?
Each of the [ say
1000 ] submissions should be put into each of the 1,000 postal
opinion pole ballot books [ each with a page for each of the say 1000
submissions ] to be sent to a random selection of 1,000 Australian
citizens over the age of 20 for an indicative plebiscite; A process
where voters appoint any vote value to any of the submissions or to
no submission. All votes of each voter are added up and made a
portion of of 1,000 votes made by each of the voter. Each of the
1,000 voters would then is paid $10,000 to vote and return their copy
of the plebiscite ballot paper.
The submitter of the winning
submission to the above postal opinion poll indicative plebiscite,
would receive a prize of $100,000. Then multiple professional
qualified constitutional drafters would draft the winning submission
into amendments to the existing constitution. The constitutional
lawyer drafting amendments to the existing constitution to the
satisfaction of the submitter of the winning submission and
constitutional law would obtain a prize of $100,000 and the
amendments put to the Prime Minister who would obtain approval of
both houses of parliament and Governor General assent to put the
amendments to the constitution to a referendum. [Of all Australian
citizens legally qualified to vote]
If amendments to change
the method of appointment of the Head of State approved by a
submission submitter gain approval by referendum of the Australian
people the submission to the plebiscite submitter also providing
approval to the drafted amendments to the constitution paid
$1,000,000.
