Proposal for Spending the Kim Carr $5 billion Green Car Fund (UPDATE).

New green car specifications,-
 1.8 meters wide 6 meters long to 2.8 metwe wide to 12 meters long vehicles. With 30cm diameter horizontal [O-Bahn] side guide wheels or Center 5cm wide steering rod slot double sided rail steering front wheel guiding front wheels on 3 meter wide 40 cm guard rail walled guide-way overpass freeway on stilts with metal stay ropes.
 Front 1/3 2 meter; the front 1/2 of a formula 1 mid driver race car with an expansion of the driver compartment to make more roomy and with optional convert-able roof and cabin cover and gull wing doors for access to front and mid section.
 Middle 1/3 2 meters; the mid 1/2 of a coupe sedan 3 passenger wide passenger compartment with access from front gull wing doors and rear 1/3: the rear 1/2 2 meters a naked truck rear end. With 4 light weight composite multi-changer rear-end covers and rear end door units each on wheeled trolly to be rolled into place for easy interchange by the owner,- 1 Bus rear end with rear facing seat for two for a total seating capacity of six, 2 Sedan hatch back boot rear end, 3 To function as a van with seating capacity for one, with mid and back to back rear seat folded forward. 4-To function as a sports utility truck [ute] 
 The middle rear floor section housing easily up-gradeable batteries.
 For optimal aerodynamics and functionality.
 White in color.
 100kw Perendev motor as the hyprid recharge motor rather than a small combustion engine.
 Video camera side and rear vision to induce relaxed concentration, instead of mirrors which have induced hoon racey behaviour.
 Six wheel drive wheel hub motors with the middle two wheel hubs rising to reduce rolling resistance when not required for extra traction or when the center wheels are used as corner wheels such as when one or two wheels are punctured. Four corner wheel steering. Front mud guard attched to the hub assembly so as to move up and down with the wheel.
 Easily replaceable electric hub motor and drum-brakes pads built into each wheel assembly, with one wheels brakes able to be turned off to allow removal of wheel. 
 2 part chassis; 1-Underside; Injection moulded recycled,- 50%wood 50%plastic and glue composite pellets. Cheap, Strong, light, no corrosion, no paint. 2-Welded stainless steel square profile tubing driver and passenger protection cage. With flat underside for drag reduction. Panels; cheap vacuum formed plastic.

$5billion [$500,000,000 per year for South Australia] for a $10,000 new Australian electric car purchase grant for where the electric car is sold for over $20,000 and the/all owners are over 20 years of age and born in Australia x 500,000 vehicles each year.

 $1billion for a $2,000 new Australian electric bicycle purchase grant for where the electric bicycle is sold for over $3,000 and the/all owners are over 20 years of age and born in Australia x 500,000 vehicles each year. Such as for each; Malvern Star electric bicycle with super cheap to run recharge from a home power point. Made in South Australia. As established with a $200 million grant.
